Abstract: The S&T personnel incentive is an important way to promote innovation and the transformation of scientific and technological achievements. This paper summarizes the development of the incentive and proposes suggestions on perfecting S&T personnel incentives in Promoting the Transformation of Scientific and Technological Achievements.
