Abstract:The national technical intangible assets are essentially the state-owned asset , but currently, the management system in which the national technical intangible assets are equivalent to physical assets can not adapt to the overall requirements of the transformation of S&T achievements. China should further open the disposal authority of universities and research institutes on technology related intangible assets and income, give universities and research institutes fully self-operated sovereignty, and establish approval procedures which can adapt the characters of state-owned intangible assets, and ensure the related personnel's outcome in the achievements transformation through the system.
