Abstract: UK Research Councils undertakes the function of S&T project management and implementation of UK Department for Business, Innovation and Skills. They conduct the cooperation across the councils for frontier technology, continuously support the research institutes, and build up high professional management system to guarantee their functions. This paper suggests the Ministry of Science and Technology of China to pay attention to key fields, build up professional research council to implement S&T projects, strengthen the support to key research institutes, and conduct the joint research across different departments, etc.
