Abstract:  Innovation in service industry now becomes a key player in dot.com century, some Chinese tertiary companies are among the leading innovative forces. The uniqueness of innovation in service industry is challenging managers. This paper corresponds to the new challenges like the definition of innovation, system building, policy making in tertiary innovation.
