Abstract: The "Six-one" Project of Jiangxi Province placed the construction of "A hundred dominant teams of S&T innovation" as a priority, and the Province has realized "the change from net outflow to net flow" of S&T talents. This is to construct the dominant S&T innovation team around strategic burgeoning industry, to push forward the team building through the project support, which sets up a innovation platform to bring in and keep upscale innovative talents, and also to coordinate the professional settings of talent's training according to the need of the strategic burgeoning industry's development and administrate dynamically the S&T team. Experience shows that: integrating with science-technology innovation when bringing in talents; coordinating the resources when using the talents; being guided by the industrial needs when training the talents.
