Abstract: New R&D organization is created to meet the need of economic and technological development. It has distinct advantages in system innovation, research results transformation, and innovative talents introduction, while with many challenges during the developmental process, such as system safeguard, mechanism innovation, and policy support. This report suggests China to build new industrial technology R&D system and strengthen the system of modern institutes by government's active guidance.
