Abstract: Science and technology are hardly integrated with economy in China. The existing science and technology system has many problems. It will directly constrict the economic and social development. Consequently, to speed up the reform of science and technology system reform has no time to delay. Sichuan Province conducted an "agricultural science and technology innovation industrial chain demonstration project". In this project, they built the technology chain around industrial chain to improve the value chain. It has gained very good results in improving innovation ability, economic efficiency and social benefit at the same time. This paper introduces its experience and discusses its enlightenment to China.
