Abstract: Yan'an City of Hebei Province explored a new way to allocate local agricultural technology resource and to conduct technology service, according to regional agricultural industry demand. This new way improved the efficiency of traditional agricultural technology service through the innovation of management system and operation system. This paper mainly introduces the experience of Yan'an City that the scientific management system is the key of promoting the reform of local agricultural technology system. Secondly, the public service concept and service function are the main mission of the reform. In addition, the agricultural personnel need to be well trained.
