Abstract: This paper analyses the concept and scope of technological social organization. Technological social organization diversifies the subject of innovation, and makes innovation network play a better role in innovation. It also forms a diversified S&T evaluation system and makes up the government innovation service. National innovation system and the adjustment of politic and social relationship will promote the development of China's technological social organization into a new stage. The spots of technological social organization have already emerged in China, but most of them are in spontaneous state and need a good conduct. This paper gives suggestions on how to conduct the healthy development of these emerging social organizations.
