He graduated from the Department of Industrial Economics at Renmin University of China and obtained a doctorate in economics. Currently, he is the fourth-ranking staff of the Chinese Academy of Science and Technology for Development, and takes a temporary post as vice mayor of the Mianyang Municipal People's Government, the deputy secretary of Party Committee of the Mianyang Science and Technology City, and the deputy director of the management committee. He has presided over 20 major research topics such as "Study on the National Social Public Science and Technology Development Strategy", "Research on Policies to Promote the Integration of Industry, University and Research," "Study on the Industrial General Technology R & D Organization and Base Construction," and "Study on Measures to Improve Indigenous Innovation Capability". More than 50 works and articles, more than 40 research reports have been published, come of which has been given comments by the leaders of the State Council and ministers. He also serves as postdoctoral co-superviser, master tutor, and adjunct professor of Zhejiang University. He was a short-term visiting scholar at Yokohama National University in Japan.
