Abstract: Defense Advanced Research Projects Agency (DARPA), as a subunit of Department of Defense, United States, manages America’s vital scientific and technical research programs and pilot study in military High- tech research. China is facing the challenges and opportunities brought by a new revolution in S&T (science and technology). China can learn from the DARPA mode and be more competitive in innovation by improving its S &T management.
