Abstract: Recently, from import, digesting, absorbing, to innovation, China's express train technology developed rapidly. It not only breakthroughs packaged design and manufacturing technologies of express train, but also breaks the test speed records of world railway operation. It benefits from organization innovation of " joint action plan of independent innovation of China's express train ". Basing on analysis of the mayor progress in the joint action plan and experience of organization innovation, the paper proposes that, to make a project like this successful, the cooperation between S&T units and business, funding, competiveness mechanism and governmental purchasing are imperative.
