Abstract:The new type of legal person system for S&T special commissioner is a good try in some areas. According to the analysis of a food factory in Ningxia province, we found that the legal person system for S&T special commissioner has promoted the collaboration between industry and research institutes/universities, has strengthened the indigenous innovation competence of SMEs, and also has improved their technical managment ability. The development of the new type of commissioner will play bigger role in agricultural growth driven by industry.
