Abstract:The reform of the "money for rural public service" basic agricultural technology extension serving system in Hubei Province has broken through the traditional public service management mode which mainly depends on rural institutions, which is a innovative way to change the governmental functions, and to explore the marketization of rural public service. This is in line with the direction of the diversified reform of basic agricultural technology extension serving system, whose goal has partially been achieved. But the reform wasn't completed, especially the developing direction for the "after-restructuring" rural agricultural serving center being as social intermediary organization is not clear, and also its self-development system hasn't been set up. Thus, we should break the mechanism barriers in marketing reform system of non-profit agricultural technology extension service, by clarifying the relationship between the government and the rural agricultural serving center, setting up the beneficial mechanism of self-development, and reforming the project fund management system of "money for rural public service", etc.
