Abstract: Turkey develops fast in technology innovation. In 2006, Turkey released an innovation plan. This plan specified overall goals, requirements and strategic missions of innovation, and proposed concrete measures. This paper analyses the revelation of Turkey's innovation plan and gives suggestions to make a better S&T plans in China.
