Abstract: Experience shows that the factors which influence the form and transformation of global R&D center are economic development, ideological emancipation, major S&T achievements, and the function of science masters, education, enterprises, and government. Currently Asia becomes the new global R&D engine, and its S&T position improves rapidly. Lots of identities are showing that the global R&D center is moving to Asia. This paper does a bravely estimation about this phenomenon and proposes its own idea about the role that China should play.
