41st Report in 2012: Revelation from BGI Breakaway from State System Twice

Abstract: BGI has broken away from state system for twice. It enters the first level of international R&D by the market. This paper introduces its experience and rethinks about the problems that exists in China's scientific research institutes. It also gives some suggestions on the reform of China's scientific research institutes.
