Abstract: Since the international financial crisis, some countries support their domestic products through government procurement. This not only worsened the trade protection trend, but also increased the chance of trade friction with China. At the same time, China is at the crucial period of building an innovative country. It needs to effectively resolve the pressure from international trade and politics and strengthen indigenous innovation urgently. This paper believes that industrial innovation policy will become an effective way to encounter the trade challenges.
