Abstract: This paper believes that, to cultivate strategic emerging industries, it has to reform the orientation of resource allocation, from simply acquiring comparative advantages to strategic advantages. Different resource allocation orientation will bring different market competition results. The key point of developing strategic emerging industries is not about what to produce but how to produce. These new industries couldn't be developed by the old economic mold but the very new strategies to encounter the new international environments. This paper gives some suggestions to deal with the new situation.
