Abstract: This paper analyses the deep reason of governmental S&T plan to support innovation evolution and tries to make a basic classification of it. It proposes that the S&T plan basically innovates through the reimbursable funds, financial support and resource allocation and integration. It summarizes the domestic and oversea experience and gives suggestions on China's S&T plan to support innovation.
