Abstract: Recently, Zhejiang county industrial cluster development faces severe challenges. The main one is lacking of innovation ability. To accelerate the transformation of county industrial cluster, Shaoxin County of Zhejiang Province combines the county/city innovation with industrial cluster innovation together. This paper analyses its experience and gives suggestions on its future development.
