Abstract: This paper briefly summarizes the main method and effect of S&T achievement transformation in Beijing and analyses its main problems. The main problems are insufficient incentive of researchers, no free mobility of high-level scientific researchers, the constraint of state-owned S&T asset management system and etc. It proposes policy suggestions on breaking through the constraints of system mechanism and promoting the S&T achievement transformation.
