Abstract: The article, with reference to typical cases of innovative enterprises with scale of more than RMB 10 billion, discusses the key issue of how to build enterprise R&D system and improve its effectiveness in independent innovation by three types of the system: centralized hierarchical control, central domination, and open network. In analysis of the functionality, openness, and dynamicity of each type, the article introduces influencing factors in forming these organizational types and the issue of type selection. It then draws lessons and proposes recommendations on government-promoted R&D organizations in enterprises while stresses the importance of free exploration by the enterprises.
