Abstract: Recently, China's Private S&T Non-enterprises develop fast. A type of new R&D institute has also emerged. These non-enterprises have made a big contribution in regional economy and innovation. However, lacking of policy support restricts their development. Athough some departments have made efforts, there are still lots of work need to be done. Viewed from the experience of developed countries, to give non-profit organizations tax and project support and endow them the equal legal status will largely promote their steady development.
