Abstract: Since 1994, the first innovation white paper Realizing Our Potential: A Strategy for Science, Engineering and Technology was published by UK, has been implemented for 17 years. It influenced UK economy and innovation talents widely and deeply. In 2008, UK released another white paper named Innovation Nation, which proposed new developmental goal and direction. This thesis analysed UK innovation strategies and what China can learn from the development of UK innovation talents.
