Abstract: Shanghai Automotive Wind Tunnel of Tongji University, is a typical case of China's industrial technology innovation service platform construction. This paper analyses its developmental process and operation mechanism and characteristics. Then it analyses its revelation from carrier, organizational orientation, mechanism innovation, collaborative development and other aspects and proposes some policy suggestions.
