Abstract: Yangtze River Delta is the one of most developed areas in China. Shanghai City, Jiangsu Province and Zhejiang Province jointly signed an agreement in 2003 to promote the innovation system development in Yangtze River Delta. Since then, they have conducted a series of regional science and technology cooperation. This paper deeply analyses this cooperation mode and its revelation to China's other regional cooperations and gives suggestions on national resource allocation.
