36th Report in 2013: The Reasons for Overlapping Construction of Innovation Base in China and the Countermeasures

Abstract: Innovation base is funded by the public S&T input. It should not be built redundantly. But the overlapping construction exists apparently in some areas. This paper analyses the reasons and gives suggestions on improving the overall innovation efficiency.
