Abstract: After the major nature disaster, rapidly, totally and accurately collecting the demand information of the victims is the precondition of the scientific rescue work. Comparing to the traditional investigation tools, cellphone is faster, safer,more comprehensive,  economic and accurate. Currently, China is available to utilize  cellphone conducting the rescue. This paper suggests national disaster management department and science and technology management department to conduct the research on cellphone rescue in the post-disaster investigation and in the demand investigation of disaster management practice.
