Abstract: Shanghai’s policy on promoting the transformation of new and high-tech achievements features fiscal-subsidiary, tax-reduction, and favorable fund collecting, talents recruiting and sources distribution.After 13 years, technology transfer ability of Shanghai enterprises has been largely improved, and the economic development has been promoted, too. This policy speeded industrial restructuring and the transformation of economic development mode, and also strengthened enterprises indigenous innovation ability and their market competitiveness.This report mainly discusses the revelation of shanghai's policy.
