Abstract: Generally speaking, governmental support to enterprise R&D activities has changed substantially in recent years. Indirect input in the form of favorable tax policies increases while direct fund support decreases in the support. The development of indirect input policies also provides more enterprises with effective motivation. Market efficiency in allocating R&D resources is the major advantage of indirect support.
