131st Report in 2010: Proposals on High-tech Zone Facing the Land Restriction

Abstract: With the scale less than 0.0001 of national land, High-tech zone outputs more than 0.1 of national economy. But after 22 years high speed development, in the early 90s, this land almost became a build-up area. Land restriction became a bottleneck of the high-tech zone, constraining its quantity expansion, quality improvement and future development. The development of high-tech zone is attached great importance around China. China took a series of temporary measures to solve the land restriction, but these temporary measures also brought some new problems. This article offers some proposals to alleviate the pressure of land restriction such as, land replacement, land expansion, and new management system and heavier controlling for the new zone.
